Difference between Package and Core Residency?

As you can see my "Package C3 Residency" is way lower than my "Core C3 Residency". Also my "Package C6 Residency" is way lower than my "Core C6 Residency".
So, what is the difference between Package and Core Residency?

Why is there a "Package C2 Residency" but there isn't a "Core C2 Residency"? And why is there a "Core C0 Residency" but there isn't a "Package C0 Residency"?

It means that since the package comprehends both cores and other stuff, then the residency would have always a lower a value compared to just the cores..

Still I can't understand why there is package c2 residency but there isn't core c2 residency.
For example in my screenshot since the package c2 is 14.1%, it should mean that core c2 should at least be 14.1% .. but there is no value
 
CPUs feature different sets of counters, some are available only per package, others per-core. Depends on CPU generation.
