Not sure why this happens without seeing the HWiNFO Debug File.
I assume it might be caused by virtualization that's activated when the scan runs and it blocks access to some registers. Try to activate the "Snapshot CPU Polling" option in HWiNFO if that will solve it.

Yes, that file. Was this file created while Windows Defender Scan was active? Because according to that file the effective clock was working..

So if you start the virus scanner, all Effective clocks drop to 0, right?
If that happens and you restart HWiNFO, will it start to show non-zero values for Effective clocks?

That means Windows Defender is messing up with system counters responsible for reporting of the effective clock.
I have added a workaround in the above build, but when another application is resetting or disabling those counters, other applications won't be able to report precise values.
Thanks for your feedback!

Hi
I was looking for a thread regarding the "performance counters" vs. windows defender, and found this one.

There is a tool "Counter Control" from TechPowerUp which monitors these counters and shows if they're "normal" or "blocked" by defender. When starting this tool, I can see that the counters are (permanently) blocked by defender (0x222). Then, when starting HWinfo, the counter state toggles constantly from 0x222 to 0x330 (normal), showing that HWinfo uses the counters correctly, and then being blocked instantly again by defender. It's a back and forth alternating about every second, a fight between defender and HWinfo.

The counters can be reset with "Counter Control" and also with "Throttle Stop" (both by TechPowerUp). Resetting is not a constant fix, as defender may (or may not) block it again. "Throttle Stop" is able to fix this constantly, as long as it runs in the background.

Defender blocking these counters is known (at least) more than a year now. Only Microsoft knows a) why they do not handle their own stuff properly and b) why its still not fixed yet. Someone should make this very clear somehow to Microsoft...

(More infos can be found in the TechPowerUp forum)

"Blocked" is not the correct term. These counters can be used for different scenarios and are a shared resource, meaning that if multiple clients utilize them, they should synchronize access.
Problem is that Defender uses them in a different mode that is not compatible with other software. And Microsoft probably thinks they are the only "legitimate" user of those counters, which isn't the first case - they have done the same with other counters in the past.

Bad practice thinking they're the only legit. They still think, otherwise they'd fixed it meantime.
They should fix it, as it affects performance. Did some tests, correct usage of these counters improves CPU performance by 3-4%. Not a big thing in general, but it's a lot when going to the max.

Corsair did it too, not respecting their own locking mechanism in Corsair Link *rolling eyes*

The more users report this to MS the better.
What's the "official" way to report anything to MS? I've never ever got a response from MS when reporing issues in windows/office through the "feedback" options since years. Guess one should be insider/beta tester to have a special "channel" to MS, as regular paying clients seem to not have any option nor voice...? Serious question.
