What does YES mean on both of these IA: Max Turbo Limit + IA: Turbo Attenuation (MCT) flags on hwinfo64? Please help I dont want to damage my new expensive gaming computer.

It just tells the reason why the CPU has reduced its clock from maximum possible level. It's a normal situation, nothing indicating anything serious.
