IA Performance Limits stay on even when idle

I have a laptop with i5 12450HX, and while monitoring temps through hwinfo I see that IA Performance Limit: Max Turbo limit is almost always on whether I am gaming, browising or just idle. Is this normal or do I have a problem in my system?
Also the IA Performance Limit: Thermal velocity boost also triggers mostly when gaming but also somnetimes when doing normal tasks like browsing or watching youtube. I dont know if its normal to trigger or not

Temperatures are also fine with no thermal throttling.
Can someone explain to me these performance limits and whether I have a problem with my pc or not?
 
I am having a similar issue with a weird temp2 from the motherboard reading 0 mostly to 117 degrees and above.

I think the IA is normal as it is suggesting that your Intel CPU is running in Turbo mode and reaching its top possible speed. So, that is a good thing. But I am not sure and some clarification would be great.

Temp2 is a bogus reading that should be ignored.
Max Turbo is a normal indicator that core clock is reduced because multiple cores are utilized (standard Turbo Boost behavior).
