VID voltage is fluctuating

Hi

When i run the program i see that the VID voltage is fluctuating. Also one of the cores is behaving irratic. My OS is detecting new hardware over and over. I am wondering what is wrong with my system. My gut feeling is that one of the cores of my processor is damaged or that my motherboard is damaged. Or both, i have asked a few people but no one seems to be familiar with this specific error. I am concerned to do more damage to the still working parts of my system, so i can't post any specs.

Is the reported new hardware-detection related to having HWiNFO32 running?
What hardware is reported by the operating system to be constantly found new?
Also without system specifications and further details it's not possible to provide help. A HWiNFO32 Report file or summary screenshot might be helpful.
