'Yes' on core #0-3 and package/ring thermal throttling

I have a acer v nitro 15 black edition (2017) and I've been experiencing random 1 second freezes in many games. I saw other people's advice to install hwinfo and log it while I'm playing a game. So I have this game called hollow knight and it freezes once for one second every few minutes usually when I am attacking an enemy. So i logged hwinfo while I played the game. The result I got was a 'yes' about 20% of the time on the columns for core#0 to core#3 thermal throttling and package/ring thermal throttling. So is the temporary freezing caused by thermal throttling?
