Hwinfo showing core thermal throttling and some package ring thermal throttling why??

My laptop is new i tried to run cinebench r23 single core it ran for 10 mins and some more then showerd core thermal throttling yes and package/rung thermal throttling but temp never crossed 85. Plus i restarted the laptop again did it on same setting and now it didn't throttle why??

And one extra question if we start hwinfo while running cinebench and if we close hwinfo while rendering is going on my mistake doed it still store the temps and show if it throttle

The throttling flags are sticky and remain set until some software like HWiNFO clears them. They will catch also short temperature spikes that otherwise might not be caught by software running with slow refresh.
