On this this CPU the cores seem to be numbered differently in the "Core VID" section than in the "Core Ratio" and "Core Clock" sections.
In the screenshot you can see Core #0 throttling down to meet the power target, but Core #3 supposedly drops the voltage.

Also the package power reading is likely incorrect, as the difference in between idle and full load in HWInfo appears to be about 9 watt, while I measeaured an increase about 23 Watts at the wall outlet.
