What does "Serial ATA 6Gb/s @ 1.5Gb/s" mean?

So Under Drives>ATA/ATAPI Drivers>Sandisk SSD Plus 240GB(my ssd)>Drive Controller it tells me that.
does that mean i have a sata 1 port but my ssd is sata 3 or my ssd is sata 1 and i have a sata 3 port?

im kinda confused.

It means the drive is 6Gb/s capable but running at 1.5Gb/s.

Try check device connect (both power and SATA cable), BIOS/EFI SATA hardware setting's - mode, or SATA cable then some cable can't work on 6 Gb/s speed.
