Wrong GPU clock report

I've got a tiny laptop with Intel HD Graphics 615 (Intel Core m3-7Y30). When I'm playing some light games, my GPU Clock is 0Mhz and that's impossible cause default and the lowest clock is 300mhz. I've checked via GPU-Z and it reports values correctly. Anything higher then stock clock reports correctly both in hwinfo and gpu-z.
 
This is a problem of the GPU, it sometimes fails to report the correct GPU clock. I suppose GPU-Z just ignores the value of 0.
 
And there is no workaround? For eg set lowest possible value as 300 so I would see 300mhz instead of 0mhz.
 
Well, actually if the GPU is really off then it reports 0. So there's no reliable filter possible to distinguish the failed readouts.
