RTX 3060 Ti "GPU Fan1" permanently at 0RPM

The RTX 3060 Ti Twin Edge has the "GPU Fan1" permanently at 0RPM but the reported percentage values for both Fan1 and Fan2 are identical.
Presumably the Fan1 sensor is just redundant for this card and both fans are addressed via Fan2? But why are the percentage values then identical?


EDIT: For posterity, this was purely a hardware issue.

Sorry, I can't telly you exactly why is this, because the problem here is in NVIDIA drivers.
