what is Vmx feature and why is it showing red icon when i scan with Hwinfo?

the vmx feature is showing red cross icon rather then being green in mostly all pc's ! what could be the reason for this error and is there any solution to fix it !
 
When you hover the mouse over the item, it will tell you more.
VMX is the Virtualization Technology and red means the CPU supports it, but it's disabled in BIOS.
