GPU PCIe +12V Input Voltage is only at 10.324V min and 10.384V max is this a problem?

I've been having a lot of display shutdown recently (display is off but the sound is still on) and it happens mostly during gaming (even on Roblox). I thought maybe this is the culprit? I found some screenshots online with their HWinfo and found that their readings are 12V+ I also asked my friend to check his and it's also 12V+.
My +5V, +3.3V and +12V on the other hand is well within the threshold. Can someone enlighten me with this please?

Yes, such voltage on the +12V rail is a problem. Is the GPU properly seated in the slot?

For starters, you can trust the readings of the multicoctroll microcircuit with readable BIOS only after checking the voltages at PSU outputs with a voltmeter, and not a cheap displacement of the DT830 - DT838 type, but a normal device, for example, (these are relatively cheap, but quite accurate devices, only once every six months - a year, check They using a test board on the AD584L) anen An870, Aneng (ZOTAC) SZ20, write the measured data to the table, and then compare with the program readings. So you will see the right amount of amendments, and at the same time check your PSU for serviceability.

The permissible deviation from the rating for a chain of 12V is not more than 10%, for all other 5%.

I even tried putting it to the 2nd PCIE x16, the result is still the same
So you did not check the voltage, but immediately decided "The program is to blame!" But, alas, I will disappoint - electronics are the science of contacts and does not forgive self -confidence and violations of instructions. And the fact that the device turns on does not mean that it works correctly, "But!, there the light bulbs burn!" .;)

Aso Your can use this tools (today, with his help, I checked PSU, but the one that stood in the car had to disassemble - I don’t know what happened can a solar storm, but when only a crack of discharges turned on and turned off after a while. So you have to look at what refused and put a spare, and these are to change all the cables in the car - the burned tapes, and the replacement is round - it will have to be busy with the gasket ...):
